This is one of several short tunnels in the Great Smoky Mountains National Park. I'm not sure when they were built, but the Civilian Conservation Corps did a lot of work here in the 1930s, so it's possible they were involved in the tunnel building. This tunnel is on the Little River Road, leading to Cades Cove.
